近日，ITU秘書長(zhǎng)多琳·伯格丹-馬丁發(fā)表了2023年517世界電信與信息社會(huì)日致辭。

多琳·伯格丹-馬丁講道，互聯(lián)網(wǎng)的第一條信息發(fā)生在50年前世界電信和信息社會(huì)日誕生的那一年，它改變了我們對(duì)通信和人際關(guān)系的看法，而今天，數(shù)字技術(shù)正在重新定義人與人之間的聯(lián)系、機(jī)會(huì)、知識(shí)和世界的聯(lián)系。但在這一天，我們要記住，有太多的人落在后面，最不發(fā)達(dá)國(guó)家只有三分之一的人口能夠上網(wǎng)，我們有責(zé)任通過技術(shù)支持最不發(fā)達(dá)國(guó)家從潛力走向繁榮。

這就是為什么聯(lián)合國(guó)數(shù)字技術(shù)機(jī)構(gòu)將今年的這一天獻(xiàn)給這些國(guó)家，這就是為什么我今天呼吁你們加入我們的運(yùn)動(dòng)，通過承諾成為合作伙伴，將數(shù)字聯(lián)盟聯(lián)系在一起，增強(qiáng)最不發(fā)達(dá)國(guó)家的權(quán)能。我們可以使2023年成為最不發(fā)達(dá)國(guó)家實(shí)現(xiàn)前所未有的數(shù)字發(fā)展的一年，并創(chuàng)造一個(gè)真正普遍互聯(lián)的世界，讓世界各地的每個(gè)人都能享受到技術(shù)的好處。

The internet's first message and World telecommunication and Information Society day happened the same year five decades ago,it changed the way that we think about telecommunication and human connection.And today digital technology is redefining what it means to connect to one another to opportunity to knowledge to the world. But on this day we remember that too many people are left behind that just one-third only of the population in least developed countries is connected that it's our Collective responsibility to support ldc's on their Journey from potential to Prosperity through technology.

That's why itu the UN Agency for digital Technologies dedicates this day this year to these countries. And that's why I call on you today to join our campaign to empower ldcs by making a pledge to partner to connect digital coalition together. We can make 2023 a year of unprecedented digital development in least developed countries, and create a truly universally connected world where everyone everywhere shares in the benefits of Technology.
